Our Client, a major international Group operating in the Industrial Plant/Infrastructure construction sector, for an important project with significant environmental impact and significant regional and national impact, has commissioned us to search for an: HSE Director/Manager.
The ideal candidate to lead the implementation of safety, health, and environmental strategies across all phases of the project, from construction through startup and into plant operations.
The role is responsible for ensuring workforce safety, full regulatory compliance, and environmental protection, while overseeing the execution of HSE programs during both project delivery and operational phases.
The position requires decisive leadership, close coordination with project teams, contractors, and external authorities, and effective interface management across all stakeholders
The project is large-scale and highly complex, comprising multiple work packages, contractors, and technological disciplines, and is delivered within a demanding regulatory and environmental framework that requires the highest standards of safety, quality, and execution efficiency.
Main Point:
- Ensure adherence to environmental, health, and safety rules, bestpractices and standards throughout all phases of the project lifecycle into plant operations.
- Develop, implement, and oversee comprehensive Health, Safety, and Environment (HSE) policies, programs, and management systems tailored to the specific hazards of steel production, including molten metal handling, heavyMachinery operations, and chemical exposure.
- Lead HSE certification processes and ensure compliance with ISO 14001 and ISO 45001 standards, as well as applicable industry-specific regulations; conduct audits, inspections, and risk assessments for equipment, facilities, and operational processes.
- Interfaces with multiple contractors and suppliers across diverse technological and engineering disciplines, overseeing consistent compliance with HSE requirements.
- Liaise with local authorities and public institutions to secure all required environmental permits and approvals.
- Prepare HSE reporting for senior management and regularly brief the Project Director and the Construction Manager on key risks, incidents, and mitigation strategies.
- Foster close collaboration with team members, supporting and promoting a strong culture of safety, accountability, and operational excellence.
- Support contract management activities and commercial negotiations as required.
- Lead incident and nearmiss investigations using recognized root cause analysis methodologies, monitor key performance indicators through dashboards, and drive continuous improvement initiatives to reduceAccidents, operational risks, and downtime.

Requisiti: Core competencies:
Master's degree in industrial engineering, environmental science, or a related field.
10+ years in HSE roles (preferably manufacturing/heavyIndustry and high-risk environments, heavyMachinery and molten metal operations).
Knowledge of standards (ISO 14001, and ISO 45001)
10+ years in HSE roles, with at least 5-7 years in supervisory or managerial positions, preferably in heavyIndustry (steel, cement, manufacturing, oil/gas, or chemicals), with at least part of that experience in an international context.
Engineering background, expertise in regulatory compliance and management, particularly in environmentally sensitive and high-authorization burden contexts
Solid experience in managing complex environmental requirements, including waste management, recycling, and sustainable construction practices.
Proven track record in risk assessments, audits, regulatory compliance, and incident investigation
Deep understanding of permitting processes and regulatory compliance, particularly in industrial construction projects.
Proficiency in Italian and English (written and spoken).
Strong communication skills for reporting to C-suite.
